摘要: 全寿命周期路面维护在高速公路性能状况、用户满意度、维护成本和利润、政府满意度和相关决策之间有着长期动态的相互作用关系。在分析我国高速公路PPP项目路面维护利益相关者行为动态影响复杂性的基础上,建立了基于路面维护的高速公路PPP项目特许期绩效研究系统动力学模型。通过对高速公路案例的仿真试验和敏感性分析,验证了模型的有效性并分析了路面维护的利益相关者,如政府、社会投资者和用户对高速公路PPP项目特许期绩效的影响。该研究的目的是为政府和社会投资者决策合理的高速公路PPP项目特许期及相关方案提供系统性方法。

Abstract: There are long-term dynamic and interactive relationships among highway pavement performance, user satisfaction, maintenance costs and profits, government satisfaction and related decisions in the life cycle pavement maintenance. Based on analyses of dynamic impacts and complexity of stakeholders’ behaviors around the highway pavement maintenance, a system dynamics (SD) model of the concession period performance for the highway public-private-partnership (PPP) project is established. Based on simulation experimental analysis of an example, validation and application of the proposed SD model are illustrated. Through sensitivity analysis, the influences of different stakeholders such as government, private investors, and users on the concession period performance of the highway PPP project are investigated. The study is aimed to provide a systematic approach to help the government and private investors to determine reasonable concession period and relevant scheme.
